Salam Alikum, in Sha Allah, I am planning to go for Umrah with family. Does anyone recommend an economical hotel near Haram. I want to stay near Haram (within walking distance lets say 10 minutes) since I have small kids, but I am looking for an economical option because of budgeting.

Have you considered Hibatullah Hotel Makkah, maybe 10 minute walk, approx 700m away.

Another option is to book one or two days before you travel and once there, take a trip around Ibrahim Khalil road and find an economical room near haram.
